JLWMS is a vendor-proprietary proposal of a messaging API which is derived from JMS (Java Message Service). The reason JLWMS is being proposed is to have something which is more "light-weight" than JMS. However, it has been shown that JMS actually can be implemented for mobile devices, and in a very light-weight manner, such that you can use it on PDAs and Java-Enabled phones:
