QoS from the Web service provider perspective includes measuring Service Level Objective and this aspect of it along with other management aspects is being addressed in the OASIS WSDM specification. QoS from the service consumer perspective includes ability to determine availability characteristics, billing/cost, etc., WS-policy is expected to allow these QoS attributes to be described so that a consumer can discover them.
